The Flemish Interuniversity Council (VLIR-UOS)
VLIR-UOS is the Flemish Interuniversity Council - department for University Cooperation for Development. VLIR-UOS is responsible for policy and management of university cooperation for development in Flanders. It is funded by the Directorate-General for Development Cooperation (DGDC).
Programming, selection, monitoring and evaluation of the university cooperation programmes is in the hands of VLIR-UOS. The universities and university colleges work out the project proposals and implement the programmes.
The genesis of VLIR-UOS lies in the Flemish Interuniversity Council (VLIR). VLIR was established in 1976 to function as coordinating consultative body for the Flemish universities and the Belgian government. From the very beginning VLIR has encouraged the universities to actively market themselves and participate on the international stage. In 1998 VLIR took over responsibility for managing the federal funds for university cooperation for development from the Flemish universities, establishing the VLIR secretariat for university development cooperation (VLIR-UOS secretariat) to this end.
University development cooperation
Knowledge and insight are important tools for developing a society. Universities and university colleges play an important role in the process, among other things by producing and disseminating knowledge, and by critically reflecting on the society they are part of. University development cooperation supports the educational and research institutions in developing countries in their three-pronged function of education, research and societal service. That enables them to develop and market themselves in their own region as a driver of development.
